Arrington Celebrates Passage of Defense Bill, Record Funding for Dyess Air Force Base

WASHINGTON, D.C. – House Budget Chairman Jodey Arrington (TX-19) celebrated House passage of the National Defense Authorization Act (NDAA), which provides $892.6 billion to strengthen America’s military, improve quality of life for service members, and eliminate billions in wasteful spending. Additionally, the NDAA secures $90.8 million for B-21 related construction projects at Dyess Air Force Base – the largest NDAA investment in the history of the base.

This year’s NDAA authorizes nearly $893 billion for national defense programs, fully funds the Department of Defense, and invests in critical technology like the B-21 Raider, while strengthening our ability to secure the homeland and support our service members and their families.

To support the B-21 beddown at Dyess Air Force Base, the NDAA includes: 

  • $78 million for a B-21 Mission Planning Facility; and 
  • $12.8 million for utilities and site improvements. 

The record-setting total investment in Dyess Air Force Base of $90.8 million is triple the amount secured by Arrington in 2024, which was the largest investment in history at that time. 

Background: 

  • This bill authorizes $892.6 billion for national defense discretionary programs, which is in line with President Trump’s budget request. Of the total amount, $848 billion has been authorized for the DoD, $34 billion for the Dept of Energy, and $10.2 billion for other defense-related activities.  
  • It saves roughly $20 billion in DOGE-initiated cuts including cutting:  
    • $40.5 million from DEI activities  
    • $1.6 billion from climate change-related spending  
    • $6.8 billion from reductions in unnecessary Pentagon bureaucracy  
  • Codifies all or parts of 15 executive orders including:  
    • Ending Radical and Wasteful Government Diversity, Equity, and Inclusion Programs and Preferencing (EO 14151)  
    • Declaring a National Emergency at the Southern Border (Proclamation 10886)  
    • Clarifying the Military’s Role in Protecting the Territorial Integrity of the United States (EO 14167)  
    • Restoring American Airspace Sovereignty (EO14305)  
    • The Golden Dome for America (EO 14186)  
  • Fully funds and provides additional authorities to DoD to support DHS border security efforts  
  • Authorizes $5.8 billion for the B-21 Raider  
  • Improves the quality of life for our service members and their families by authorizing a 3.8% pay raise and improved benefits
